The Bushfire Attack Level (BAL) rating, defined under AS 3959, measures the exposure of a property to bushfire attack — radiant heat, ember attack, and direct flame. BAL ratings range from BAL-LOW (negligible) through BAL-12.5, BAL-19, BAL-29, BAL-40, to BAL-FZ (Flame Zone). BAL-29 and above triggers significant construction cost increases.
