When pre-lodgement is worth it
Worth it for: Impact Assessable applications, anything in heritage or character precincts, sites with multiple binding overlays, novel use proposals (rooming accommodation, short-term accommodation, child care), large townhouse / unit packs (8+ dwellings), or any site where you're uncertain about the assessment level. Skip for simple Code Assessable secondary dwellings or 1→2 LMR subdivisions in well-precedented zones.
What it costs
$400-$1,500 depending on council and meeting duration. Brisbane City charges per officer per hour; complex meetings with multiple specialists run $1,000+. Cheap insurance against $20K+ of avoidable IR consultant time.
FAQ
Common questions.
- Is the council bound by what they say at pre-lodgement?
- No — pre-lodgement advice is provided in good faith but isn't binding on the formal assessment. The actual decision still depends on the Categories of Development table, codes, and overlays. Pre-lodgement advice is highly indicative but not a guarantee.
